I can't start new games. IT says I have too many open, but I only have 3 open. I have closed all finished games.

My phone is brand new. It started out great. It's a droid. Now I can't create games because it keeps telling me I have too mayn games open. I have deleted all finished games, and I have restarted thephone.

You are allowed to have 20 active games at a time before you can no longer request a new game. You can receive requests but you can't start a new game until you have less than 20 active games. As soon as you finish one then you can request a new game.
I would suggest that you delete the app and then reload it. Sometimes that solves the problem. If not, then you should contact the support for WWF at Zynga/NewToy.
