No-Show opponent in monthly tourney - no winner or take the win myself?

I received my opponent info late last night (June 2) for the monthly and started the match, inviting them to start the second game.  I have also email recently; I haven't heard back.  I need to know if I declare "No Winner" or if I declare myself the winner if I never hear back/no-show.

NO SHOWS – Games should begin as soon as possible; however, if attempts to reach the opponent are unsuccessful for 24 hours and the opponent refuses to engage, then the aggrieved player should mark the round a Win due to “No-Show.” Screen shots of chats and/or saved emails may be requested by us if the opponent disputes.
