Yes, if you question a word that your opponent has played then you can check it out in the word validator.

What if you want to check whether a word you want to use is allowed?

It would seem to me that you should be able to. I wouldn't consider that cheating. Doesn't make sense that it's only for checking words already played since the game itself acts as a validator. If it's accepted in the game, it's valid.
