Can I take the opponents word 'quart' and make it 'quartz' and reap the benefits of all DL's and DW's from his word?

No, once the DW, TL, etc are used they are no longer active. You get the actual points from all the letters that you use or connect to. So you would get the value of the q, u, a, r and t when you add your z to it.

The answer is to play (QUART)Z and at the same time another word off of the Z in a perpendicular direction like ZOO, ZED, ZEN, ZIP, ZAG, or better yet a bingo like CHINTZY or MUZJIKS that lets you take advantage of whatever multiplier tiles are in that row or column.
