Is using the word-o-meter considered cheating in tournaments, or is its use expected?

Not much more to say. I don't think it's cheating, as it's part of the game, but some players may feel it gives an unfair advantage over those who don't use it. But then, that's their choice. I'm torn.

We do not allow the word-o-meter to be used in our Tournaments.

I don't even know what it is so it is definetely not expected that people are using it. Now I guess I will have to google it.
Edited to say: I just googled it and I think it is cheating. Pull out a piece of paper or open up an excel spread sheet and start counting your own tiles. it's not cheating if you do the work yourself. What's on the board - what letters you have = what's left in the bag or with your opponent.

Keep googling - that's not what it is. Although what you describe is called "tile pile", and is built into the app, so I'm not sure why it should be considered cheating. But like word-o-meter, maybe it's something that should be agreed upon before a game begins - whether both parties are okay with its use or not.
